On the celebration of 1000 years of the foundation of Kazan.
Taking into
consideration the cultural importance of Kazan, as a large political, scientific,
industrial and cultural centre of Russia, that has made a conspicuous
input into the treasury of the world civilization and in relation to the
1000 years anniversary of the city that is going to be celebrated in the
year 2005 I hereby r e s o l v e to:
1. Accept the proposal of the state power bodies
of the Republic of Tatarstan on the celebration of 1000 years of the foundation
of Kazan in August 2005.
2. Form the state committee for the preparation
of the celebration of 1000 years of the foundation of Kazan. The
Government of the Russian Federation is to ratify the statute of
the said state committee as well as its personal membership presented by
the Cabinet of Ministers of the Republic of Tatarstan.
3. The state committee for the preparation of
the celebration of 1000 years of the foundation of Kazan is to develop
and present the project of the program of preparation for the celebration
to the Government of the Russian Federation before August 2000 with an
indication of objects due to construction and reconstruction
as well as the sources of finance.
4. Recommend the bodies of the executive
power of the subjects of the Russian Federation to take part in the preparation
of the celebration of 1000 years of the foundation of Kazan and carry it
out.
5. The present Decree is understood to
be in force beginning from the day it is signed.
On the basis of the results of large scale scientific researches on the history of Kazan carried out by local and foreign scientists and the resolution of the Academy of Science of the Republic of Tatarstan on the foundation of the city of Kazan confirmed by the branch of history of the Russian Academy of Science and stressing specific importance of the city of Kazan as the capital of the Republic of Tatarstan and a political, scientific, industrial and cultural centre, I hereby r e s o l v e to:
1. Hold the celebration of 1000 years of the foundation
of Kazan in August 2005.
2. Accept the proposal of the Presidium of the
Kazan United Soviet of People’s Deputies and the administration of the
city of Kazan on holding the Day of the City annually on August 30th on
the Day of the foundation of the Republic of Tatarstan.
3. Form the state committee for the preparation
and holding the celebration of the city of Kazan (hereinafter referred
to as the State Committee) headed by the Prime Minister of the Republic
of Tatarstan.
4. The Cabinet of Ministers of the Republic of
Tatarstan is to:
- ratify the personal membership of the State
Committee and its statute;
- develop and ratify the program of the events
for the preparation to the celebration of 1000 years of the foundation
of the city of Kazan before January 1st, 2000 with an indication of objects
due to construction and reconstruction, volumes and sources of finance
for the events considering the use of the funds of the republican and federal
budgets, the budget of the city of Kazan as well as non-budget funds and
voluntary payments of legal and private persons;
- move the project of the law on the status of
the capital of the Republic of Tatarstan Kazan to the State Council of
the Republic of Tatarstan for consideration;
- move to the UNESCO the proposal on the inclusion
of 1000 years of the foundation of the city of Kazan to the Memory Calendar
of the UNESCO and on its participation in the preparation and celebration
of the anniversary;
- in conformity to para.4 of the Decree of the
President of the Russian Federation “On the celebration of 1000 years of
the foundation of Kazan” address to the bodies of the executive power
of the subjects of the Russian Federation with the proposal to participate
in the preparation and holding of the celebration of 1000 years of the
foundation of the city of Kazan.
5. The heads of the ministries and departments,
the heads of administrations of the towns and regions of the Republic of
Tatarstan, the bodies of the local self-government institutions and public
organizations are to take part in the preparation and holding of the celebration
of 1000 years of the foundation of Kazan.
6. The Decree is understood to be in force beginning
from the day it is signed.
